This district is most famously tied to a legendary figure: Ronald Reagan, who once served as its representative from 1947 to 1953 before rising to the highest throne in the land. Since then, the Sixteenth has long leaned toward the Republican faction, guided by traditions rooted in agriculture, manufacturing, and small-town life.

In 2013, Republican Adam Kinzinger claimed the seat. A former Air Force pilot, Kinzinger became known across the realm for his moderate stance and his willingness to challenge even voices within his own party. He focused his efforts on national security, veterans’ affairs, agriculture, and the strengthening of infrastructure.

The Sixteenth bears a Cook Partisan Voting Index of R+10, marking it as a moderately Republican-leaning stronghold. Its people are predominantly White, with smaller Hispanic, Black, and Asian communities concentrated in larger settlements such as Rockford. Across the district, farms stretch wide, manufacturing towns hum with industry, and suburban edges grow steadily outward. Though its median household income sits slightly below the national average, the Sixteenth remains a resilient realm shaped by labor, land, and long-standing tradition.
