This district weaves through the neighborhoods of Cook County, linking many communities into a single realm.


A new chapter began after the Census of 1990 revealed the rapid rise of the Latino population. Guided by the power of Section 2 of the Voting Rights Act, leaders united communities across Chicago's Northwest and Southwest Sides, along with nearby Cook County suburbs, to forge the Midwest's first Latino-majority voting rights district.


The land changed once more after the Census of 2020. As the Latino population continued to grow, a new Latino influence district was created. The borders of the Fourth shifted to embrace more of Chicago's Southwest Side and Cook County, while expanding west into DuPage County.

Today, the Fourth remains a homeland for predominantly Latino, immigrant, and working-class communities, welcoming people of every background who call its neighborhoods home.
